If this is a shared account and many have the password to that account, then it will be difficult to enforce it. Always look in the trash, you can move them back to the inbox, or better yet you can put the important ones in folders. It’s up to you what name you give the folder. Tell others if they continue to delete emails, they will lose their privilege of using the account. You could also click the Flag on each email you want to keep and let others know not to delete them. Yahoo has no way of restricting deletion.
